Add NVIDIA_VISIBLE_DEVICES=void to CDI specs

This change ensures taht NVIDIA_VISIBLE_DEVICES=void is included in
generated CDI specs. This prevents the NVIDIA Container Runtime Hook
from injecting devices if NVIDIA_VISIBLE_DEVICES=all is set.
