3. Update issue checkboxes before closing

- Update release-manager.md - add mandatory checkbox updates before closing issues
All agents now require:
- Post comment to Gitea (MANDATORY)
- Update issue checkboxes (MANDATORY)
- Close issue only when all checkboxes done
