Phase 4: Per-Agent Reasoning & Model Tiers

Milestone: #66

Tasks

  • Add reasoning_effort field to kilo-meta.json per agent
  • Update .kilo/capability-index.yaml with reasoning tiers
  • Planner -> xhigh, CodeSkeptic -> medium, LeadDeveloper -> low
  • Model variant persistence across sessions
  • Update sync scripts to propagate reasoning to .md frontmatter

Acceptance Criteria

  • Each agent has reasoning_effort in meta
  • Variant selection persists after restart
