Evan Lezar 4bab94baa6 Add envvar for libcuda.so parent dir to CDI spec ...

This change adds an NVIDIA_CTK_LIBCUDA_DIR envvar to
a generated CDI specification. This reports where the `libcuda.so.*`
libraries will be injected into the container.
