Фича: Блокировка кнопок + лоадер при операциях в Catalog Tree (защита от двойных кликов)

Acceptance

  • toggle: Switch disabled + guard (togglingId per-item, busyAction global)
  • sort: стрелки disabled + Loader2 spin (per-direction key)
  • rename: Pencil disabled во время rename
  • delete: диалог Delete disabled + Deleting...
  • add: кнопки Add disabled + Adding...
  • clone: кнопка disabled + Loader2
  • busyAction guard предотвращает двойные клики на всех операциях
  • tsc + build + деплой (admin healthy)
