Фича: Сид-фразы для обычного админа — доступ по оплате комиссии + оплата через Mercuryo

Acceptance

  • Закладка seed-phrases у обычного админа
  • commissionDue > 0 -> сид-фразы скрыты, показан блок оплаты
  • Показаны прошлые платежи + разница к доплате
  • Кошелёк для оплаты (из COMMISSION_WALLETS) + Mercuryo кнопка
  • commissionDue == 0 -> полный доступ + выгрузка CSV
  • record-payment работает (кнопка I have paid)
  • Супер-админ всегда имеет полный доступ (комиссия информационная)
  • Деплой (проверено: super locked=false/export 200, admin locked=true/export 403)
