Adopts #220 (tool-cordis + the gen-cordis-api gate: the runtime API catalog regenerated with ctx.tasks/onCleanup on it) and #225 (shared transcript renderer). Tool-catalog expectations take the union (cordis_* + task_*); packages/README budget adopts master's 660 ceiling, which absorbs both new group rows.
