The plugin owns a lifetime `AbortController` and tracks every active backoff callback. Each wait fuses the waterfall's turn signal with that lifetime signal. Effect cleanup first unregisters the listener, then aborts and awaits the active callbacks; a captured callback whose lifetime signal aborts returns `fail` and can neither retry nor enter the rest of its captured waterfall after disposal.
